I would think it depends on whether you are driving under domestic or EU rules. If you were parked up with the engine idle, then it could be taken to be a break period, but then again you could also be available for 'other duties' ie: cleaning the vehicle.
Whether embarking/disembarking the pax is included, would depend on how long it takes. If you are driving a domestic stopping service, then I'd say probably yes, as it won't take long to board them. On the other hand, if you are driving something like an NX route with loads of pax with luggage loading requirements, then no it probably wouldn't be driving time.
I'd say that you should probably have a chat with your traffic manager or have a look at the VOSA site, which usually has lots of good up-to-date info.

can technically count as a period of availability, there fore not driving, and depending on your time table,ie you know you are going to be parked for over 20mins, you are free to take a break away from the bus, therefore break time
Waiting time, loading time, boarding time etc is not classed as driving hours which is why a lot of companies class the stops as when you should have your breaks.
