Process Name:
Gate Operations – Gate Out of Full Import Containers.

Purpose:
To ensure that the service level at the gate always is fulfilling the expectations from our customers and our management.

When the truck driver arrives at the gate looking for a full export container then he must stop and the following must be done:

1. Driver gives the Bill of Lading (BL), the Delivery order and the Customer release to the gate controller located within the building. He needs to check that the relevant stamps are affixed:

· Wharfage validating stamp.

· Shipping agents validating stamp.

· Demurrage.

· Storage.

· R&D.

2. The gate controller must input into CTCS:

· Container number.

· Consignee. (destination)

· Customer release number.

· Contents.

· Remarks

3. Simultaneously the gate controller located in the gate in lanes must input in LXE:

· Truck plate number.

· Chassis registration number (if not Maersk or ZIM container).

4. Finally the Office gate controller will print, sign and stamp the TID for the driver. The driver needs to sign it, returning a copy and keeping the other two. One of them is for security, which will check it looking for a similar truck registration number in both the truck and the document before allowing the truck to drive to the delivery facility.



5. The haulier on accessing the terminal will proceed to the delivery office where his order is submitted for processing. (See procedure 3.3.1)



6. Once the truck is back from the delivery section the gate controller located at the out lanes must check the truck and input the following information into LXE:

· Chassis plate

· License plate

· Container number

· Full condition.

· Damages.

· Seal number

· Trucker name



If the seal is missing or broken the Assistant Managers responsible for the Gate needs to check the computer and confirm if the container was discharged from the vessel with a seal.

1. If it was not sealed: The shipping line agent must be contact in order to seal the container before it’s departure.

2. If it was sealed but the seal is missing or broken: Security and APMTJ security department responsible must check the container and seal it with an APMTJ seal. System needs to be actualized.



7. As soon as the LXE confirms the truck data, the trailer interchange report (TIR) is printed at the gate building. The gate controller must check that the TID and the BL correspond with the TIR. He also includes by hand the arrival vessel name and the report number. He gives the TIR to the driver.



Whenever the driver presents the TIR with the Customs stamp, the gate controller must sign it and return one copy to the driver. The other two must be keep for the gate files and for the shipping line.



8. Finally security needs to verify before allowing the truck to depart:

· Container number.

· Seal number.

· Truck license plate.



In addition they will keep the Bill of Lading or/and the container order plus the last copy of the TIR. All this documentation must be receive by the gate manager, responsible of its further filling.
