Can I suggest that you contact the B.M.S,(british motoring school) they will be in your Phone Book,they will be able to advise you as to what can be done.

If your friend can't speak English I would rather she kept off the road as she won't be able to read directions or instructions or follow the lawful instructions of a police officer.
Try looking in the yellow pages. Also, I am sure that the highway code is available in different languages.
