if you look at the exhaust ..the cat is on the front portion of the exhaust it is possible that they might need to do some tightening on the exhaust.i would take it back to the shop that fixed it.
there could be an exhaust leak in the muffler or pipes leading to the muffler
Its a bit difficult to diagnose the sound without hearing it. I suspect that either the new part has not been fitted correctly or its possible that another part of the exhaust system has broken. Try putting something over the rear of the exhaust with the engine running that completely seals and listen to see if you can hear the leak. A cloth usually works well. Only hold it for 2-3 seconds at a time. If you cant hear a leak, its possible that the baffle plates inside 1 of the silencers may have gone. If this is the problem, you can either replace it or just put up with the extra noise.

My best guess would be a exhaust leak where the pipes connect to the catalystic converter. Get under the car and examine the welds around the entire pipe. You will probably need a flashlight and a inspection mirror to do this. The welds need to be uniform half moon shapes completely around the pipe, if they are not, get someone to repair the welds.This should solve your problem.

Chances are it wasn't fitted perfectly and the pipes are mis-aligned.
The other option is that if not done at a Ford dealership a generic part (non-OEM) was used. These car alter the tone of the exhaust significantly.
Most of the noise reduction is actually done by the silencer / muffler.
