You can put same on same. The trick is in the preparation. It's how you cut the old surface. Please don't use compound as it contains things paint don't like.

Use water and wet'n'dry. Start about 200 and work to 400. For final coats of finish, especially for the clear, sand at 600 grit or evern 1200! You can't sand clear with flake in it. the flake drags

It's how much contaminant you get of, old polish and esp. silicone, diesel and oil pollutants. When you do get it sanded down, make sure there is NO DUST at all able to get on the wet paint. Spray on a calm day after spraying down the whole booth, roof walls floor with water mist. More finishes are fcuked up by dust landing on wet paint than any other single reason. Stay lucky
Basically, a light sanding and extreme good cleaning of the dust should be enough, IMO.
No you do not have to go to bare metal, but you should make absolutely sure to prep the entire car, including removing everything not getting paint. Do Not tape these things off as that will leave tape lines and you will eventually regret it. Use a good wet sandpaper and sand the entire car, it is going to take awhile and it wont be fun but you will be glad in the end..Good Luck
Do you know which type of paint is used, if it is modern 2 pack then it will be just a case of rubdown and respray, however if it is a cellulose type then a barrier coat will be needed and care will need to be taken that the barrier covers all the cellulose paint where the new paint is to go other wise a reaction will be set up causing the surface to crinkle.
if your respraying the whole of the bodywork then sanding and cleaning (as gungnir said) should do the job, if your only spraying small areas then just an undercoat over the original paint should be ok, just make sure you get the colour exactly right
NO you don't just give it a good rub down with fine grit sand paper. Go down to the metal on any rust you find. You may want to primer after sanding.
No, but the existing paintwork will have to be 'keyyed' - or sanded lightly. A 'scotch pad' for sanding paintwork works really well - and it's washable.

Surface prep. is important - NO oily fingermarks or dust!!
Make sure that compound doesn't leave any trace of a polish!!! Are you sure you can't get a good buff job? If the color is in good shape you may be able to go straight to the clear coat, but do this VERY carefully or that clear coat will start pealing in far to short a time for the effort invested.
NO. your base is the best surface as long as it dosn't have any faults in it. fix all dents and use base coat sealer for a base coat paint job do not go to metal unless there is rust on paint job and if so sand blast that section. use all base coat products or it will lift or dull out in the near furture so do it once .unless you are going to make it look pretty to get rid of it.. gene auto repair.
Have an expert shop do the job. You've got to get all of the wax off and so on---The shop will probably recommend that the car body be removed and tank dipped.
Valhalla rocks ! ( do you believe in odin or wodan or thor ? even loki ? email answer)

no you could just sand it lightly to make the sirfece verry smooth but textured and spray multiple coats on !
