this thing was brass 6 sided 1" long with3 legs 1 of which1 was threaded to expand it in the carb intake, the body of this thing also had holes with copper wire threaded through and not going anywhere,the body had amal stamped on it. I tried several years ago to find out about it but failed,it appears amal is now made in Spain. Any information would be welcome

I remember Amal carbs, not an expert on old Austin/Morris stuff though. I know you said the wires went nowhere, but is it possible that this was either a form of air heater for cold mornings?
Does the carb have a manual choke?

Amal made carburettors and always fitted to British bikes of the 50s and 60s.

This sounds like a restrictor to prevent the gpo van from travelling too fast!
You used to be able to get a gauze to fit in the carb throat to improve fuel air mix. different density gauze give a different mix, an early attempt at cheep tuning, they wer't very succesfull.
