Yes in the uk HPI run a system called CRIS you can contact them on 01722 411430 and quote the vin number make and model and they should be able to tell you if it is stolen or not

Police in Kent have a database of information called 'Genesis' This contains information about stolen items, as well as masses of other data. Naturally, only the police, or aprroved persons can access it.
the police keep record of any reported as stolen items this doesn't necessarily mean they are actively hunting for them
There is a registration scheme 'CRIS'
