36.9 is the notionl starting point off the road. They're used t help people better figure out where they are especially when reporting an accident.
Don't have any idea where in the USA you are asking about. Maybe they added metric? Or an alternate route?

The M25 is a major motorway around London in the UK,I believe the signs you are talking about, are either are mileage or kilometre markers to a particular junction.
if you can't see the signs properly you need to get an eye test straight away, if you get pulled by the cops you will be in big trouble
signs to show the miles to the exit.
Have to go on M25 in 2 weeks. I will have hubby in car so will get him to have a look!
