What bicycle would you recommend for a regular path and road cyclists all through the year?

England, flat but enough hills to want a very low gear and good brakes.

To work, shopping, terrible road surfaces and muddy tracks, lifting over stiles, all purpose bike.

Type, make, type of gears, brakes etc.
