Lean the carb right out just before the test, it'll run like a dog but should pass the test. Then once you have the certificate, richen it up again. Naughty I know, but you got to do these things sometimes.
Quickest way that I know that may help you pass, ( since i had an old escort once too, is to change the spark plugs, and before you go to the test, get a couple of quarts of (Denatured Alcohol Solvent) which is basically moonshine with a 2-3% of Naptha so you cannot drink it.
Anyway dump that it the tank and let it get into the motor, you should have decreased emissions, due to the cleaner burning fuel in the tank during the test, because alcohol burns cleaner.

If you tested it before, and high HC's were the problem, you went too far. It can usually be adjusted fairly easily, you just need someone with a 5 gas analyser. You could spend all day, and a lot of money
trying to fix it. Most places have a guarantee(at least in AZ they do)

You can lower the ignition timing thus making the engine burn hotter. A set of new sparkplugs, wires, cap, and rotor will also insure each cylinder is firing well. When i say lower the timing i mean retard. The drawback will be less power, but the hotter an engine burns the less emissions it creates. If you are doing this to pass an emissions test, you can also add an additive to your fuel that will burn cleaner such as alcohol. The catalistic converter will not work well the older the vehicle, so you might wish to replace the one on the car. Another trick would be to block off the PVC valve during the test to keep the engine from burning the crankcase gases which is loaded with oil in older cars. lover the ignition timing as much as 8-10 degrees, run the crap out of the car on the way to the test in order to make it get plenty hot, then have the test done. It works!
change the oil & filter, replace fule filter, air filter, and it might be a good idea to change the spark ,pulgs, roter disditer cap and wires if it has been a wile since they were done, all of this will not only lower emissions but will also inprove fule mileage.
get a new car with low emission. In any case it snot just the MOT you have to think of, it road tax licence which is now measured on emission.

somebody is giving you the wrong answers, CO2 is not failure in most inspections, the higher the CO2 the better the engine is performing. with a 14.6 % of C02 YOUR EFFICENCY IS AT ITS PEAK. C0 WOULD BE LOW, HC WOULD BE LOW, OXYGEN WOULD BE LOW. In california you have to worry about NOX TOO.

make sure crankcase vent system is working correctly, air filter is clean , oil is clean , no leaks in vacumn system to ignition
