If you live in the UK try the railway industry. You can get some jobs (well, you've got to have some training first) where you can stand and watch all day. For example, you can get a job as a lookout, your job is to watch for trains and let the group leader know that a train is approaching. There are other similar jobs in the railway industry, I'm sure you'd like it.
Just one bloke watching? They must be trying to save money. where I live there are usually at least 3 blokes watching.

Its a highly skilled job is 'watching' i expect you didnt have the years of training behind you.
Contact as meny construction companies as possible - if you're lucky they will want someone to stand around doing very little.

I think you've got the job description wrong thats why! Its "Road Maintenance Engineering Manager"! The main qualifications required are
1) Not being an actual Engineer (if you haven't been through the slog of an Engineering degree you ARE NOT and Engineer!)
2) Being an avid tea drinker is an essential qualification!
3) Must be able to wolf-whistle at passing women
4) A builders bum is a must!
5) Must always have a copy of the Sun or other such publication in your van!

It's one of those professions that you have to force an entry into. I suggest that next time you see a dude digging you just go over and watch! It may take some days of turning up and watching, but eventually they will see your dedication to the job and take you on. Now go forth and watch.watch like you've never watched before!

try your local council as they usually have 4/5 watching 1 workingor leaning on a shovel
the ones you have seen must have been private companies with 1 working and 1 watching
so go for council work as you have 5 to1 chance of being the one who do`s the work

you need a diploma from college to watch people digging holes. Construction management or sometihng. you could get work experience by buying your own hard hat and clipboard and practise standing around whenever you see a crew digging a hole. just stand around and if they ask say you're on a college course!

get a certificate from a company expressing their gratitude for your dedication to your job as a supervisor, make sure it looks real. get a good forger. then give your uncle's phone number in case the company where you are applying for wants to make a character check.

There is a special secret course that you can take. It is very secretive so you will have to keep asking. I have done it and you will have to be expert at either holding up walls or leaning against a shovel for long periods of time.
