It is illegal to not have proper control of the car. If flip flops prevent you having proper control and your question suggests they do, then it would be illegal
That really isn't a bad question. While it's not illegal to do it, it IS dangerous to do it. The loose material could get caught and cause you to have a wreck. Perhaps it SHOULD be illegal. At least, slip your feet out of them while you are driving.

nah just so long as they stay on, i drive in them all the time, it is illegal, however, to drive barefoot.
They have yet to restrict our personal freedom as far as what foot wear we can use while driving but i am sure that day may come eventually. So go crazy where flip flops, or better yet no shoes at all.
