I have a moto guzzi v65, which will not rev above 4000 rpm on the road. any suggestions or links?

Old gas can cause this, how old is yours :(
check your air filter or check for a rev limiter, if all else fails check to see if your throtal cable is loose
Check your carburetters it may be main jets have a blockage
you could also check exhaust to make sure its not chocked or blocked up
