Can you help me with my 1.8 Diesel Fiesta quartz N reg?

Basically i bought it as a run around bodies very good / engine under bonnet lokks great vary clean 88000 miles mot's to proove milage gets 200 miles out of £20.00 but the thing won't go fast if its life depended on it i somtimes struggle to get 50mph out of it , but it will get 80mph going down hill and upto 70mph on a flat ,
it seems to wanna go but seems restricted could it be limited/governed because ive driven diesels before and i expected it to nip along expecially 1.8 it is not turbo if that will help !

At the risk of sounding rude your big ends away. Sell the car asap and make it someone elses problem otherwise this will get worse and worse. Within the next couple of months your car will end up in the big car park in the sky, namely scrapped!
Have you replaced the fuel filter or cleaned the injector screens. Both could be clogged.
These engines are rev governed at the pump to control the maximum rev level,you will never go uphill as quick as a petrol engine, I would have the vacuum system checked cos it is mechanical and not taken from the crankcase, it's driven by the camshaft and if theres a small hole in the pump diaphram it will not have the draw pressure at the inlet manifold.
it will never go fast..
if your sure the mileage is correct then you do have a problem!
ive owned a 1800 d and driven several others and they perform a lot better than yours.
is the clutch slipping? look at the injection pump is there any sign one or more of the screws have been moved.
if the car is a bit smokey people tend to govern the pumps to pass mot.
failing that you need to check the pump belt and cambelt are timed correctly.
check your throttle cable hasnt got a foot of slack in it.
if you have changed filters then you either have a small air leak(if it takes a long time to fire after sitting for a while)or the pump is faulty in the fact that it has a leak internally from suction to pressure.Cheap electric pump fitted inline with pump cutoff will eliminate first answer or reconditioned pump/second hand req.
i also have 18d and im getting 300 to the 20 pounds.if i thrash the car i can get over 100mph so yes you have a problem.first treat the car to a new air and fuel filter,and a bottle of injecter cleaner.if its still the same ,see if you can borrow a pin kit for lining up your timming ,remember there are 2 belts one is for your timing the other is for your pump timing.you line up the marks and insert the timing pins.this is agood place to start,good look.
Looking at the other answers I would dissagree to many responses

I doubt whether the engine is knackered quite yet - but the engine is notoriously slow reving and gutless. However I would check the screw that is adjustable that stops the throtle opening beyond a certain travel and adjust as necacary. The reason for this screw is that this engine was used in many company vans and the company owners used to resrict them to stop them being caned.

Other than that take it to a diesel specialist and get them to adjust the pump.

you are always going to get this car to struggle to get to 100MPH!
