I would suggest a Subaru Impreza Hatchback. I have one and it is great because of the AWD, handles well, and is pretty cheap for all the standard options.
You should take a look at the Citroen C4. They are great cars, you could get a brand new one on finance for about 11,000

The engines are made by Puegeot, so the diesels are the best in thier class.

You need to get an Alfa Romeo 156. These cars vastly depreciate in their first 2 years of life but have very high specifications and are a beautiful drive. Choose the 1.8 T Spark. You will proabably ger a 3 year old model for £9000 which will have leathers and a sports pack. You may have minor problems with the Alfa but this will not detract form the great driving experience and outstanding road handling.

How about a SEAT ibiza or leon FR?

If you're looking for a city car and don't need to transport too much, then the Smart car is your best bet, and if you do consider second hand, then the ForFour is bigger, seats 4, and because they were not popular, you can get a second hand one with low lieage for very little money
If you got any sense at all, you'll buy a Japanese car. Preferably, a Toyota, they may not be the most exciting car in the world, but they are screwed-together properly, and ultra-reliable, plus, they hold their resale value reasonably well as a result.
This may sound like the geriatric choice but I would get a Honda Jazz - hugely spacious, peanuts to run, very reliable, no 3 in 2006 Customer satisfaction survey by JD Power, 2nd least depreciating car in the UK
Buy a good 2nd hand car and save £6000.00

New cars give as much trouble if not more than 2nd hand ones.
