I would say, probably not. But try it and see.
Hemp seeds contain fatty acids and amino acids anyway. By the way, if you're planning on growing hemp for smoking, it's not going to work unless it's cannabis sativa, which it more than likely isn't - sorry.
Hemp seeds already have essential fatty acids and amino acids in them, so yes, they would grow. If you look in bags of bird food you're likely to find some hemp seeds which would probably sprout if you planted them.

commercial hemp seeds (which is what you most likely have) have been steam sterilized. It's the law, unfortunally.
BTW, the fatty and amino acids aren't "put" in them. They are naturally occuring.
If you want to grow smoke, you can order live seeds online, altough most shops won't mail them to the US, only Canada.
If you go to the provinces of Quebec or British Columbia, you can easily buy them in hemp stores, and then mail them to your US address. I know two good stores for that in Montreal.
