Maximum fuel economy is usually measured at 56mph or 75kph.
If you read the fuel consumption figures for a car they must, by law, be accompanied by the steady speed they were tested at.
If you mean the (simulated) urban driving, I don't know but I guess it'll be stop, accelerate to 20 mph, slow, .. just like urban driving.
