In most right away - Although most rental places won't hire cars to anyone under 21 so you'll have to take your own over there!!

Always check the local driving laws before travelling abroad though - for instance in France you have to carry a full set of replacement bulbs in your car.
In France I know your speed is restricted for the first 3 years you have your licence. I drove over there after 2 years.
I found it much better to completely ignore this rule though. Everyone in France drives like the are late for something. Speed limits don't seem to apply.

The safest thing to do is try to keep up. It was difficult for me as I was driving a 306 diesel which has crap accelleration. Driving too slow over there is dangerous as they all pull stupid stunts to get past you.
