How does a trolley bloking system work (in a market)? how come it blocks a wheel when in a certain distance?

it has a censor when you pass it it blocks the wheel that also has a reciver to discharge the break.

The systems crap the pound thing was better. the brake thing came down on my full trolley by the entrance and I had to drag it to the car whilst it made this evil scratching noise. so very embarrassing.
