How do you get off chrome dust caps when they are stuck and will not budge?

cannot unscrew them, and tyres need pumping up!

Use wd40 and some muscle. If your caps are that bad, I would doubt the condition of the air stem and the tire itself.
hold the valve with long nose pliers ad twist the cap with another pair of pliers, if they are very tight you may split the valve.
do not refit they are crap!

dont mind that rubbish about air stem and tyre, what a fool. the best option is 2 pliers and as said do not fit as they are a pure disaster
a pair of pliers and some muscle. once there off put some copper grease on each valve thread.
