Could be as simple as the fuel line drawing in air !!
Easy and cheap to check yourself.
Start at the tank / feul sender, and work along, make sure
all unions are secure.. check pipes for obvious leaking.
If it isnt this, a least it hasnt cost you a fortune.

If you do need to go further, make sure you go to a diesle specialist, not your main dealer (55 quid an hour rip offs)
A diesel specialist should be 30-35 and is going to be far more efficient at finding fault.
Secondly.. GET A SECOND opinion after you have had your first diagnosis. There are a lot of people out there to steal your money, so PLEASE get a concensus.. If 2 people say same thing, then its the simple task of chosing the cheapest FIXED . yes FIXED price for repair.
Get it in writing.DOnt be pushed around.

you need to change the fuel filter,,they get stopped up pretty often,,what it,s doing is starving for fuel,,the original type filter is best,,also you may need to have the pump checked,,they often get weak after a few year,s of use,,they have a spring in them that act,s as a governor when it get,s weak,,the pump will be slower than usual,,also make sure the fuel your using is of good quality,,the pump it,s self will probably have to be replaced on it,,it,s cheaper,,and wiser to replace the whole thing,,hope this help,s.
It could be the Catalytic converter blocked you can check it if you remove the turbo. It could also be the exhaust recirculation valve, when gunged up it can cause erratic running.
It sounds as if you have an air leak in the injection system also check your inter cooler pipes if they have a leak this will cause poor performance.Regarding your pump its a specialist job .Regards Mick
