CAR PARKING How can councils state that no change is given when advertising finite charge for a finite time?

I think this is only an issue if you exceed the maximum in a short stay car park.

What suprised me is that parking fees are VATable and the VAT is charges only on the ticket price, not the funds paid.

Where else would you get away with that? If I did that the customs would come down on me like a ton of bricks.
Councils and others who offer services for stated prices, are under no obligation to give change. If you accept the service, and are unable to pay the precise sum required, you are "deemed" to have accepted the charge by your using the facility!
Because they are robbing bastards
always have correct change and stop arguing
