You can by special bug and tar remover from somewhere like Halfords. The best alloy wheel cleaner I've used is Turtle Wax Extreme Nano-Tech. it brings your wheels up like brand new.
Auto -Glym is a good polish or wax for any car but coloured wax is the best for covering up little dents or scratches

If you get to them right away (like same day) you can get rid of all those nasty deceased insect corpses with just good ol' soap and water. Just apply soapy water, let soak for a few moments, then wipe with a soft cloth or wash mit, and rinse with clear water. Works well for cleaning the brake dust and dirt from aluminum wheels too. While you're at it, why not just wash the whole car.
I believe Turtle Wax was making a special car wax for black cars. I don't remember the brand name, but a few moments searching the shelves at your local auto supply store should find it.
