Is it an offence to obstruct disabled parking bays in store car parks?

OF COURSE NOT. THEY ARE JUST PUT THEIR BY PEOPLE WHO ARE WAITING FOR THE NEXT BUS TO ARRIVE. ACTUALLY YOU SHOULD WRITE TO YOUR LOCAL COUNCILLOR AND DEMAND THE POLICE ARREST THE CULPRITS PUTTING THESE SILLY BAYS JUST WHERE YOU WANT TO PARK
Yes. Not to mention, it's just d*mn rude. I also hate the jerks who aren't handicapped and park in the handicapped spots.

Don't think it's an offence in store car parks because that's private land, but offensive it sure is.
if it is a private carpark (like asda) then its not illegal although you are subject to the owners parking regulations (which must be displayed to be enforced)
It is very offensive. A disabled person in a wheelchair has to have that spot to get out of their vechile. They are extra wide and they need the space. Someone like me who has to use a walker can not take the extra steps it makes me take to get to where I need to go! You can walk so consider yourself blessed and move it to where it should be and not deny others the chance to get to where they need to go. It is so sad and maddening that I have to go home because people park where they shouldn't be. You would be so mad if you had to go home because you couldn't get to where you wanted or need to be and you would be right so give us the same courtesy.

Whether it is an offence or not is beside the point. It's rude, thoughtless, unkind and lacking in humanity. Just hope that you never need to use one because of necessity, and some idiot parks the way you've described.
It's private land so the rules that apply are the rules that the land owner sets. If there are no clearly sighted 'rules' then they cannot be enforced . a tad flipping rude though!
Bear in mind that private land used by the public still demands that the owner is responsible for public safety, so certain laws DO apply. Or is this just in the UK where everything is law-ridden? (It's an extremely punitive system in the UK. It's difficult to fart without a licence or permission in triplicate. Oooo, I'll probably be prosecuted for that!)
