Well in a deregulated system where any bus operator can run a service they will only operate where there is a clear demand.

This means that there needs to be a population of potential pasengers and an obvious destination such as a shopping centre, business park etc.

The problem with this is that the demands only exist once the developments have been built by which time everyone has got used to travelling without public transport and then won't switch on to it.

This is why Local Authorities will sometimes subsidise a bus service in the early years in the hope that once development nears completion the service will become self supporting. They sometimes also negotiate with developers to make contributions through the Planning Process to assist with this subsidy.
Bus services have to have passengers and buses aren't cheap specially with the price of petrol rising all the time.
If people aren't shopping in the town centres as they do not have the money the buses wont be making a profit so services will be stopped .
