I'd guess T11 EWC for the first one, with a black dot between the two 1s.
The second could be S8?4 NCH. Not sure about the middle number.

are you sure it was S Branch? And not S Bend?

they are possibly peronalised number plates i have seen one that read STOLEN but it was actually sto 7 en as for the legality it is all down to the size and spacing of the lettering
