Which types of tyre construction have the flexible side walls?

Racing slicks on 1/4 mile dragsters have extremely flexible sidewalls.

In general it is the radial ply design construction which gives tires there most flexibility.

Radial ply.
Radial ply which means the reinforcing plys go radially around the tyre.The other tyre is cross ply where the reinforcing plys are crossed over one another.Most cars these days use radial tyres.Hope this helps Mick
