Any1 know where I can get a certificate of conformity for a Rover Mini Cooper 1991 model (preferably on-line)?

Certificates of conformity are usually supplied by the manufactuer. It may well be worth getting in touch with Rover as they still might be able to supply you with one
Otherwise you will have to take the matter up with the DVLA
cannot be done on line, you will need to get sva at your local dvla
