If the carriageways are separated. It doesn't matter how many lanes there are on each side (1, 2, 3 or more) as long as the different directions have something in between them.
It's part of the Leicester ring road to the South of the city, by the way! So somebody must know if there's barriers or whatever in between the Eastbound lane(s) and the Westbound lane(s)?
