Yes and should be law everywhere. The reason is safty same tires reduce weare on berings and other parts, provides eaqul braking-sterring and tracking. I went to a dealer for a tire just one till I could afford a new set of 4 and they would not sell just 1 because of the size difference in new verses old, they said they could be liable for damage that it may cause.

Not sure about the legality but from a safety viewpoint you should have matching tyres on the same axle. Mismatched tyres means the car can be hard to control in an emergency such as braking hard to stop as quickly as possible.

they certainly need to have a similar depth of tread, ie one nearly worn and one new is not acceptable. I prefer to keep identical tyres all round, the cost of a tyre is small to the value of your life or limb, however, I drive fast cars on the limit, and compromising on tyre condition is not an option for me
Its by far the safest approach to changing tyres. Imagine, you do emergency stop and one tyre grips more than opposite tyre, you are in a nasty slide.
