What do you mean by *best* ? Cheapest, best cover, lowest excess.. ?
I have found that the best place to go is - www.confused.com - If you enter all of yours / vehicle details, they will give you quotes for all leading insurers (about 30 companies) and from their, you can go into the individual company quotes and find out what there cover is like. This way you can directly compare what each is willing to offer you, and at what price.
I'm afraid its not that simple.
Depends who you are, what your driving record is, what you drive, where you park it, where you live, how much you drive and what for, and what cover you want.

It's the easiest way to find the cheapest insurance and saves alot of time. I saved my Mum £140.
