The PEF is a particle filter developed by Peugeot to reduce carbon particle emissions on it's diesels.It was done as part of Peugeot's effort to clean up the diesel exhaust

It is required for emissions control. Some diesel engines use a particulate filter to reduce soot emissions from the exhaust. This soot needs to be disposed of somehow and that's where the PEF additive comes in. It is used as a catalyst to burn off the soot trapped by the particulate filter. You don't replace it, but do need to top off the reservoir at regular intervals. The link above specifies 48,000 miles.
I'd suspect that you could fail the emissions portion of your MOT if it's not working properly, i.e. topped up properly. The exhaust system would eventually become clogged without it as well, hurting performance as well as probably requiring early replacement.
