Can anyone advise me if I need to prime bumpers before I spray them?

Hey Man! It seems your Bumper is of Fiber. Get it a primer coat done to bring out the effect of paint finish.. It'll definitely make a difference.
i guess there IS a need to primer your bumpers before spray painting them as this primer also acts as a binder to hold the paint on to the plastic body.
Yes, make sure you prime it first or the new coat won't look very good and will probably just flake off really quickly.
If any has flaked off down to the bare substrate, it should be primed, at least "spot primed", then feathered out before top coating. You can use an adhesion promoter, such as Bulldog on those spots as a prime coat. You can also add a flex additive to both the base and clear, but it probably isn't needed. The less paint (build) you put on flexible material the better.

use a bleed seal coat as different paints have different expansion rates as well as some paints bleed when applied on
to others
the safest and easiest method is to spray with acrylic paint
just done my bumper this weekend first rub the bumper over with a fine paper 6-800 grit then use plastic flexible primer wait for that to go off bout half hour rub down again wid same paper then clean off and dirt/dust with lint free cloth. apply even amount of base coat(colour) repeat this 3-5 times leave to dry for 5 mins inbetween coats after applying last base coat wait for the paint to go sticky the apply 2 thickish clearcoats( laquer) and leave to bake in the sun for a hour or 2. mine looks great so will yours
