Just get a replacement from a breakers yard. Should be cheap and plentiful. Loads of rovers in scrap yards

You may be at the mercy of a local locksmith. But you can try this website for more answers.

Try Halfords, they mayB able 2 help.
Here's an idea. The Rover 400 was the result of a collaboration between Rover and Honda, and was derived from a Honda model.so it's possible you may have some luck if you contact a Honda dealer. It's a shot. Otherwise, you could go to a salvage yard and obtain a new ignition cylinder assembly and door lock assemblies with key(s). I hope this info helped a little.
although rover has gone there is a dedicated servive still in place if you contact them and can prove you own the vehicle they will be able to help you just do a yahoo search for rover support and that should help you out, there are still some rover dealers around depending on where you live
try ringing the rac and the aa they can get keys cut for the car off the chassis no if your a member
try an ex rover franchise they have a computer called test book with this they can reprogramme a key for your car
It is fairly straight forward and not very expensive to change the ignition cyclinder. We just had it done on a 94 Corolla that wore out. So then you should be able to change all the door lock cylinders to match. If you can't get them to match, you may have 1 key for ignition and another key for the locks. Any garage can do this. It doesn't have to be a dealership.
if you can manage to get the drivers door handle/lock off the car and take it to a reputable key cutter with your log book,
they should be able to cut a key using the numbers on the barrel?
last known rover dealer was dixons,
if you search web you should come across one?
hope this helps?
