Originally, a "dashboard" was the upturned front of a horse-drawn chariot or waggon, which protected the driver from mud and debris thrown up by the horse's hooves. I can only assume it the name comes from there.
It is so called because you can only take a passing look( or quick look at the instruments as you need to keep your eyes on the road to avoid an accident when driving.
hence you dash to look at it before getting your eyes back on the job of drivng.
