u can, from your country's vehicle registry office. however that info is not usually freely available u will need to have a legitimate reason for u to get that info, usually a police or court order

The police can definately identify who the vehicle is REGISTERED to via DVLA.But in some cases people buy a car under a false name & address, especially from private sellers, therefore the name etc the police come up with could easily be the previous owner, so that might not be the person you seek. Otherwise if it is really important that you track the right person I suggest you look at www.1stlocate.co.uk. It will cost about 35.00 but well worth it if it important

No - this information is covered by the Data Protection Act
Have a look at the log book. This will usually be relevant unless a duplicate has been obtained and used to change the owner and address.
Alternatively, the DVLA may hold incorrect information on it's database due to fraud in the Government. (the Welsh can be a bit that way inclined)
The only way to know really, is to see who has the keys for the car, and the log book when you are ready to buy.
Sometimes the manufacturer holds a database of owners as well which may contradict the Government as the Government can sometimes commit fraud.
In addition the dealership may hold information on who they sold the car to if it was sold via a dealership. This information may be the case if it was a new car purchased from a dealer from new (or used demo).

Unless, the car is using a false number plate and changing them with other spurious number plates, frequently. In case the number plate is genuine, as it, most likely, should be the case, the owner and his address, can be tracked down with the help of traffic police and/or the office of the RTO (Regional Transport Officer) or whichever office issues registration numbers for cars in your country.
