Why do local councils have to resurface roads.when there is nothing wrong with the road surface?

You will find that they always resurface at the same time of the year. this is because they have a budget and if they dont spend it all they will lose some of the money the following year, so by using it for these purposes they get to keep the same budget
to try and make it out "they really are concerned about our environment and their doing something about it"
it's coz they're over budget and need to spend it or they won't get as much next time round .. rather than putting our rates down
To make them look busy and to annoy people especially during the summer
to use up the road allowance so they dont get less the next fiscal year
Generally this is when they do re-surface roads. and it is always a main road, one that does not need blocking off in rush hour. The councils then do not re-surface the roads that urgently need doing, you know those ones with massive pot holes in them that ruin your tyres, and kill your suspension and then the councils have to pay out loads of compensation for damage to cars!
well they take it from one place and put it down on another so it's never ending cycle, in fact it's total bollards. Keeps the orange jacket company in work. It's just the same with the phone box here, they break the glass and 2 days later BT replace it, then again yadder yadder so why not fit clear plastic panels?
who knows areas of my town are being done now the traffics a knightmare
they have to use the budget before the end of the tax year so thats when you find them doing all the stuff that doesn't make sense eg all those crap supposedly artistic roundabouts

Where do you live??!! Here the pot holes grow to crater size before they are just filled. No resurfacing here for years and years!! Mind you, not a lot of road sweeping either so I suppose they dont need to if your theory is correct!
resurfacing has been abandoned in my area, all they will do is patch things up.
here in the p.i., for them to get more "kickbacks."
a lot of the time if a relativly acceptable road has been relaid its because they were working om someting beneath the road surface, or there may be damage to the road beneath the road surface
To waste money, we had our road done as the council had extra money and needed to get ride of it beofre the next tax year
i know, i worse one is when there repaint the lines, on a road, only to then go and resurface it a little while later.
they do it because they have to spend all the money allotted to them from the government, or they lose that money, and get less next year.
so they spend it on crap, and stuff that doesn't really need doing its a very bad way a dishing out the money
what a road x-ray machine can see human eye can't
if you dont want your roads doing mate send them up here to liverpool we need help here its like driving around on a battlefield its that bad here mate you dont see exhaust going or springs the whole cars disappear in front of you
