Ignore the PCN, it's not legal if it's inaccurate like that. Tell your local Police/Council department, whoever he "works" for, about it, get the parking attendant a ticking off and clear your name.

i'd take it to the ticket office and say it was stuck to your car but don't think it's meant for you.
If the license plate number is not wrong or your name came up, then they can identify you.

Yes but fight it if he got your number wrong you will probably find out he was dyslectic
