When i 1st start my 1999 ford focus it sounds the fan belt needs tightening up when it has been raining? why?
Does it sound like the belt needs tightening or replacing?

you neeed to change the belt and thats not a fan belt its your drive belt the fan is electric
When a belt gets wet, it slips. There isn't anything wrong with it. There may be some stuff down at the local parts store you can spray on it to minimize the squeaking. If you go down there and talk to them about it, they'll point you in the right direction. But you don't need a new belt.

because it has got some oily film on it, try some belt dressing from local automotive store
If it takes MILES to run silent, than it is loose. Some kinds of cars are adjustable, some are not. If you don't know about these kinds of problems, go to MORE than 1 garage for an opinion, but a belt is so cheap, you should replace it every other year at LEAST anyway.
get a new belt only about £20 cus when you fit it you tighen it up any way but it the belt snaps it will cause more damage
