What is the best stuff to remove or disguise scratches on my car. respray not an option?

I have used a Polish called Black magic. You get it in the color shade that will match your color. Rub on and rub off.
it is made to cover severe scratches. It works on even the worst scratches from off road driving through brush and tree branch scratches.. I fixed my Boss's vehicles he drove with no care for what he was hitting while off road. It was Great stuff I was surprised how well it worked. about 6 bucks a bottle one should be enough.
Go to a detail shop and ask them to buff out the scratches
For the really deep scratches that have gone all the way down to the metal you will have to buy some touch up paint. For minor scratches get a buffer and some fine (not gritty) buffing compound from a detail shop and buff out the scratches. After doing that wash and dry the area and wax and buff off the wax. I have had to do this many times.
