I didnt when i was on the road, but as other posts have said it was probably covered by my home license.
You don't need a licence for a TV that cannot be powered by mains electricity - so technically, it depends on the type of TV in their cab. If it can only be powered by batteries, or through a cigarette lighter adapter, then no.
Unless the lorry has an address, no.
You can't put a registration number as the address on a TV licence application - how would the postman deliver the licence?

However, they will need a licence for their TV at home, and that will also cover them for a battery-powered TV used elsewhere.

I'm not sure on the legal position if they had a TV in their truck, but not at home.
I don't know many lorry drivers with a 42 inch Plazma in their cab.
