There are many such devices. Garman is built here in the Kansas City area. Personally, I use Delorme Street Atlas on my laptop. This is the program that NASA assigned their engineers when they had to go look for pieces of the shuttle when it blew up. It is a professional type program, so if you are looking for something for work, it's the one you need.

I bought a Garmin 1.3 street pilot from Halfords. I did get lost the first couple of times I used it as I turned to early.
They can also send you round a none exsistant roundabout in Stoke if you are really unlucky!!
The best place is at one of the large shopping price comparison sites as they find all the people selling a given product and let you see all their prices so it's easy to find the best deal and purchase it.
