As far as I know.it hasn't. Cyclists are vehicles and must abide by the same laws. They even have to stop at stop signs.

Same time that the law changed that people exiting parking lots and driveways don't have to yield the right of way.
Thank God someone else is annoyed by this crap.
Bicyclists that do this then claim they had the right of way.just remember how comforting it will be when you are in your wheelchair to remember that you had the right of way. Or how nice it will be on your tombstone: "He had the right of way." A car will do a lot more damage to you than you will to it.
Its illegal of course but you should be thankful , more cyclists means less traffic. Also if you ride a bike you will know that momentum is good inertia is bad.
Might have been about the time when police began patrolling much more in twos, rather than alone. I don't know why they are not dealt with though.

I have to admit I do it - for me it's because I am clipped into my pedals and don't want to unclip and put my feet down.
I only go through if I can see there is absolutely no chance of danger for anyone. It's still illegal!

What you must remember is that the common or garden cyclist is akin to domestic cats who, by default, have a 'roving commission' and like the inevitable Martini drinker can do it any place, anyhow, anywhere ..
There is nothing that can be done, so get over it.
100 cyclists run a red light and nothing will happen. You hit one of them, your in court explaining why you hit them!.

It hasn't but many bicyclist seem to think so and they are giving very bad examples to children .They seem to think that they are pedestrians , but according to the law they are motorist.They have to obey every rule of the road.
The law has not changed, cyclists have always been exempt from the usual laws of the road, I put to you the following examples:
Cyclists always go around the outside of roundabouts regardless of which direction they are going.
Cyclists are allowed to use bus lanes.
Cyclists have realised that it's easier to run red lights than to get up on the pavement and go around them.
Cyclists do not have to indicate for anything because their arms are far to occupied with oscillating the handlebars for that authentic wobble effect.
Cyclists are not required to have lights on in poor light conditions, nor wear high-visibility clothing.
Cyclists who do decide to use lights, insist on setting their small red LED unit to "flashing" mode, which, although is apparently illegal, is never enforced.
