What might cause acoustic warning bleep when I switch on my seat alhambra car, before I start it up?

It is the same system as the Ford Galaxy. If the outside temperature is below 4C, there will be a warning beep.
I have a similar problem with my Seat Alhambra but i was told it's not a problem and just ignore it. I also have a funny noise from my starter motor when i start it up.
could it be the serivice warning indicator
Do you put your seatbelt on before you start it?

My car (not a Seat) beeps if the ignition is switched on and the seatbelt isn't latched
