Rub down rust to metal with coarse paper or wire brush use filler if needed use wet and dry paper use stopper, primer ,spray .The basics.
a 44mm Mortar usually does the trick. try your local firing range
same as u do on a car surely ,rub down with wire brush then treat with rust inhibitor and then primer and spray paint .
If everything else fails, learn what "Bondo" is.
Its not worth repairing rust. Theres no market for it.
