IF all the fuses and relays are in full working order it sounds like either a switch/stalf fault. but ore likely a wiring fault. in my own experience id check the ground wiring first safter making sure the switch is in working order.
If no fuses or relays out, it could be loose, broken, or disconected wiring. Are the dash lights working, do they come on when lights are on? if not this could be the problem. Also recheck the fuses, you could have blown the turn signal fuses while messing with the headlights.
Fuggetaboutit. Run another new circuit for the turn signals.
check the battery connections ie earth
