Is it illegal to drive bare foot in the UK?

YES as you could have foreseen an accident by not wearing safe shoes, so any accident you would be guilty!!
yes, because people in UK got fungus feet, so what happens is that all of the fungus sticks to the pedal, then the next person will put their fungus feet on the pedal, and the 2 funguses will get into an argument which can lead to a fight. this will cause the car to go by itself because of the pedal moving up and down.. which in turn can cause an accident. Illegal indeed
although I recall an incident years ago where a driver, having been stopped by a random police check, was found to be driving barefoot and warned by a PC that technically he could be charged with not being "in complete control of the vehicle" because you don’t have the same braking force with bare feet as you do wearing shoes. Like wise any inappropriate footwear could be deemed detrimental to the control of a vehicle.
Its very naughty but we all do it. And with most cars being power assisted these days I can't see the harm in it.

Not as far as I know but rules are made in secret these days. I drive in flip flops. It's a bit different driving but if I couldn't then I wouldn't. As I have seen, women can wear flip flops better than men. Not a statement, just an observation. I can drive in mine, but as I said, it is a bit different.
Sorry, just read another answer. Didn't realise you meant barefoot. My partner used to drive barefoot 30 years ago and felt more in control of the car. Don't know if it's illegal but I can't see a problem. I've tried it and felt OK. I think that's the main word 'felt' not 'drove'. You might think you drive OK but it's how you feel mainly.

No I drove a 44ton HGV in England bare foot in the summer with the air con blowing at my feet. I had 16 gears to deal with.

There are no rules or regulations concerning footwear in motorcars/vehicles and it's legal to ride a motorbike barefoot, you just wouldn't want to!
