There are many types of dump valves, an air compressor for instance uses a dump valve to release air when the pressure builds to high.

The purpose of a dump valve is 2 fold, it is designed to protect the turbo vanes from shattering due to the stresses they can be put under when the pressure difference on each side is different.
The other reason is to improve performance, because these pressure differences can cause the turbo vanes to slow down or stop, when you go back 'on-boost' it takes more effort to 'spin-up' the turbo. It takes less effort/power to increase the speed of something that is not stationary,
So when accelerating rapidly, what you will hear is an escape of pressurised air immediately after each gearchange at the point when you come off the throttle pedal. This pressurised air would have either stalled the turbo vanes or made it more difficult to 'spin-up' again on full throttle, so it is expelled to atmosphere instead.
Turbo response time is therefore also improved.
