As a prefix, it was first placed in service 1 Mar 1999 through 31 Aug 1999 (Mostly 1999 model year)

The year letters denote when the vehicle was first placed in service, not the model year. Whilst they do generally correspond with a majority of vehicles from one model year, this is NOT an absolute. It would be entirely possible for a 1977 model year car to have been first placed in service during the 'T' suffix period.
