Do you think I can claim off the council for windscreen damage caused by road resurfacing?

Answers:
you can try.but dont hold your breath waiting. Remember, councils TAKE money off you, they dont give it back.ever !
Were you following the speed limit and adhering to the caution signs when driving through the new surfaced area?

If yes then HELL YEAH
you could try , but I don't think you will have much luck,
most definitely

also paint damage
If you can prove that you adhered to all the signs and kept to the speed limit then yeas you can but be warned they can be very stubbon. Go to your local CAB they will help you.
good luck, i had my car bashed by a council van and they said i needed evidance, camera footage, so basically i was buggered
I would certainly try, if you can prove that you were not at fault in any way. I mean disobeying signs, etc.
was the damage caused as you alone went through the area, or was the stone or whatever thrown up by another vehicle. If by another vehicle then you will have to claim off that driver, who may well have been ignoring the speed suggestion. Were you doing more than 20 mph, because that is the usual speed suggestion in those circumstances,. How long after the resurfacing was it, as AFAIK, the council HAS to sweep the road surface 24 hours after the resurfacing
What was the limit? What was the speed you were travelling?
not unless they hadnt put signs up telling you the road was being resurfaced and even then you would have to prove it
